The HMC984 will work with a 200 MHz reference input but you must set R=2. This insures the PFD comparison frequency (100 MHz) will not exceed the 175 MHz limit.(assuming integer mode with 12 dBm sine wave reference signal).

No - reducing reference input power lowers the maximum PFD operating frequency. No combination of operating mode or reference input power level guarantees the PFD will run at 200 MHz.
