I am using HMC493 in a cube-satellite receiver module. My question is what deflections in results should I expect if the input power(-25dBm) is lower than the recommended input power (-20dBm.)

An input >= -20dBm minimum input power (i.e. power level at the input pin) is the specification that guarantees the HMC493 will behave like /4 divider. If input signal is smaller then -20dBm the input may not recognize that an input signal is present and as a result the output would not produce a divided representation of the input signal on the output pins.
