I apologize for the delay. Gerber is a standard format, a web search on "free gerber viewer" turns up numerous options. Often PC board vendors will provide PDF proofs of gerbers that you upload.

It looks like the boards are in PADS PCB, likely an old version. I tried this:

but it does not look compatible. We've got a request to our CAD team for advice.

But unless you are going to be using PADS for developing your own product, the best option may be to use the provided gerbers as a guideline for laying out your board in your schematic/layout tool.
