The current limit values for the charge pumps are minimum values guaranteed that the device can provide on DRVP, DRVN outputs and these are DC values. To startup the system, it may cause inrush current.
For the VGON, the inrush current are the sum of two different current contributions (the red one and the blue one), one coming from the internal Positive Charge Pump block (DRVP) and the other one contribution comes momentarily from the switch between HVINP and PGVDD, but only during power up.

For the VGOFF, we do not have this phenomenon because the configuration is slightly different, therefore the inrush current at start-up comes all from DRVN.
