Can the LTM8048 Vin absolute max voltage 32V be exceeded under any conditions? We should to go up to 36V in one application. Output Vout1 is 20 mA max at 2.5V.

Hi, 32V is the Absolute Maximum Ratings. Do refer to datasheet Note 1 for some guidance.

It seems that I might be able to replace LTM8048 with LTM8086 without modifying the PCB, and get 3V to 40V Vin. Just removing the pull-up from the Bias pin H5 should do it. Do you foresee any pitfalls in upgrading from LTM8048 to LTM8086 like this? I don't need high isolation, as I use this part only for ground loop mitigation.

Hello, i don't see any issue at all. The LTM6068 indeed have even higher isolation rating. Yes, just remove any components for BIAS and SS in the layout as this will be shorted to GND with the use of LTM8068. Do note that you will still have to verify and test this on your board to ensure the replacement meets your desired specifications and performance.
