LT3741 CTRL1 pin 0 VDC, but current flows in the load

I am using the LT3741 to control the current of a laser diode, but I am facing the following problem.

When I put 0VCC on the ctrl1 pin, a current of 195 mA flows in my load, even when I put the pin directly at 0Vcc, I have this current flowing.

In my project, I used a 4mOhms shunt resistor, frequency of 500kHz, the inductor used is 1.3uH, the maximum calculated current is 12.75 Amps, input source 12vcc output voltage 10 Vcc and the control signal where I will range is from 0 to 1.5 Vcc.

What could I do to try to reduce this current that keeps flowing in my circuit?
