I designed my board with the schematic recommended in the datasheet, but I'm not getting -5V output, instead I'm getting -2.3V output. Please let me know what's wrong with the attached schematic.

from the first sight the schematic looks fine. Did you find any further point?
In such cases usually a weak/missing solder point is the cause. Did you check if soldering points are healthy, especially around FB pin?
Sometimes it helps with freshing the solder joints with a hot solder tip and bit addditonal solder.
Another check-point can be the MLCCs, which might be damaged/cracked.

Kindly measure the voltage at the NFP pin.
What kind of load you are applying to the output during measurement?
Kindly measure the input voltage.
Please be aware, that what is shown in the schematics is not the complete circuit involved. There is also a power supply, load and measurement instruments that need to be considered.
With any switched power supply troubleshooting, use always an oscilloscope instead of a DMM.
