I have a LT1963A-3.3 driving a high capacitance load (10uF). I want to intentionally introduce some oscillation to the output of this. Can I connect a sine wave signal to the sense pin and get the output voltage to follow that?

unfortunately not. In Datasheet is stated:
For fixed voltage versions of the LT1963A
(LT1963A-1.5/LT1963A-1.8/LT1963A-2.5/LT1963A-3.3),
the SENSE pin is the input to the error amplifier.
What you can do:
Place a Resistor (100R-1K) between out and SENSE. connect an additional Resistor (100R-1K) to SENSE pin.
To the other side of this resistor you can feed your steering voltage above / below 3.3V. Keep in mind that you get a negated response of output voltage.
Check stability of regulator.
There are other LT ultra low noise regulators that have a current source inside for generating control voltage. These have a voltage follower stage inside and follow exactly (+/- x mV) of the control voltage. Don't know if there are versions with needed current handling capacity and have probably other footprint.
