LTC3351 start up anomaly at cold temperature

I am seeing a start up anomaly with the LTC3351 when the ambient temperature is -40°C. The circuit starts up as expect at -35°C and above.

Ch1 (yellow): 12V in

Ch2 (green): Vout

Ch3 (blue): CTimer 

Ch4 (pink): 3V3 regulator output powered by Vout

Time base  = 1s per division

Ch1 (yellow): 12V in

Ch2 (green): Vout

Ch3 (blue): Vcap 

Ch4 (pink): 3V3 regulator output powered by Vout

Time base  = 1s per division

The circuit is very similar to DC2464A-A with a backup voltage set to 10V instead of 6V of the eval board.

What condition would cause the Vout to have this start-up characteristic at cold temperature?
