VOUT current output when VBUS is not present

Hello!

I am trying to understand the use case of the VOUT pins of the LTC4155 and LTC4156. If I understand correctly, the VOUT will provide high current output when VBUS is present... but what is the VOUT output current, when there is no source at VBUS? I can not find this in the datasheet. On page 14 there is written 'The majority of the portable product should be powered from VOUT.' - so I connected my system to VOUT pins, but the voltage drops to 1.2V with a few milliamps of load (when there is no VBUS). What am I doing wrong? 

Voltage at BATGATE is 0V. I used Si5419DU-T1-GE3 PMOS transistor (also tried to short this transistor.. and there is no change at VOUT).
