Hello. I have a one question. 
 The LTM4657's Absolute Maximum Ratings for Vout is typically "-0.3V to 6V" 
 Is this specification valid even if no Vin is entered.

The Vout maximums are valid, given all other pin voltages are sufficient for proper operation. Since this is a buck regulator, Vin must be sufficiently higher than the desired Vout so minimum off time is not violated.)
