LT3763 not switching

Hi

A former employee at my company created the design shown below a while ago. It is an LT3763 supplied with 24 V that is supposed to drive a single high-power LED with up to 5 A. I now have 10 identical PCBAs with this configuration of the LT3763, but only 4 of them are working properly. For the 6 PCBAs that are not working I realized that the LT3763 does not start switching and the output power remains at its minimum. I measured that the inputs to EN/UVLO and CTRL1 are properly set by the microcontroller. I suspect that one or more components used to configure the LT3763 are chosen poorly and depending on actual tolerances some PCBAs are working and some are not. I have studied the datasheet but could not find an obvious mistake. Also I can't ask the former employee about the reasoning for his component choices. 

Do any of you see a design problem in this configuration for the LT3763?
