LTC4414 not behaving as expected

We are using multiple LTC4414 in a battery charging device with the following schematic:

However, While +VBAT_CHARGER is 0v, the sense pin is 0V as well and the 3.3V is present, we see 0.6V at the stat pin.

While investigating using the official evaluation kit, I have configured it in this manner:

components with an X have been removed and the trace between pin 4 of Q2 and pin 1 of U2 has been cut.

If I apply 3.3V to the VCC2 and CTL2 terminals while applying 19V to VIN2, I can measure my 19V at the VOUT2 terminal. From the datasheet, I would expect that a high level on CTL would turn off the mosfet. Switching CTL2 to GND seems to have no effect other than setting STAT2 to 0V.

We were expecting to be able to use the stat pin in our design to detect the presence of a connected battery and to use the CTL pin to connect the battery to the charger. Are we missing something here?

    You are incorrectly expecting load switch behavior from an ideal diode.
    Even if Q3 isn't on, its body diode still conducts current from VIN2 to VOUT2.
    Repeat the experiment, but look at the GATE2 voltage.
    You can also look at the ideal diode's forward voltage drop (VIN2-VOUT2).
