LT3763: NOT CURRENT REGULATING

I have a LED driver operating on Vin 48 V, Vout 32 V, and Iout = 4Amp.  Twelve LEDs in series and in parallel with four sets.  So, an amp through each leg.  The current is not regulated to 4 amps, less than an amp measured with a Fluke RMS meter.  Measured all the feedback controls, reference voltages, etc. and they all look in the proper order.  Voltage at CTRL1 is 2V, CNTL2 is 1.88V.

SW signal shows a 2MHz ring.

Do you have an idea what is preventing the proper current output?  What else can I measure and post?
