The output voltage and reference voltage of the LTM4630 are inaccurate

I want to use LTM4630 to output 1.0V voltage and VFB to ground through 91K resistance, but the actual output voltage is about 1.08V, and the current of 12V input power supply has reached 300-400mA when no load is loaded. I want to know whether this is a normal phenomenon. Does the LTM4630 need this much power when unloaded? After analysis, the reason why the output voltage is 1.08V is that the output reference voltage is not accurate, and the measured value is 0.655V, but the manual indicates that the accuracy is 1%, but I have measured 10%, so I tried to disconnect the resistance of VFB to the ground and then measure the reference voltage, and it was 0.7V, I don't understand what happened.
