LT1241 series datasheet: Circuit application. Why the pullup on Isense?

Hi,

Re LT1241 series of PWM controllers, can you please clarify why the power supply shown on page 14 of your datasheet, needs two 660k resistors R2 and R4 pulling up the Isense pin to the link rail? (See pic below)

My understanding is that the pull-up ensures Isense will be at a known state at powerup i.e. preventing spurious activity on the output whilst coming to a steady state. Is that the case?
