I assume at 18V the noise would be 3.6 times the 5V noise.
And with a capacitor across the feedback resistor, the noise should become about half of the one you measured above frequencies where the capacitor's impedance becomes much lower than 2.37k, right?
(The fall off of the noise above 100kHz is assumed to be due to the low pass filter formed by the output resistance of the regulator (about 1 ohm) and the 2µF capacitor.)
