I don't have a problem with your circuit. It is possible that the actual hardware may need some capacitance for stability. Usually you test the stability of these current regulator circuits by doing a line transient and making sure the current does not ring too much.

I'm thinking of making a 10A constant current circuit with two LT1084s connected in parallel.
The circuit and simulation waveforms are attached.
