1.We want to use it to output 1.2V voltage,can it works?
2.If yes, is R1 a DNI? Can R2 choose any resistance value between 1k~200k?

Yes, you can use ADP7159-04 to output 1.2V.
R1 is DNI but you will need to short the REF & REF_SENSE pin, or use as 0-ohm resistor. R2 is negligible and will have no effect on VOUT.

As a permanent solution, you can R546 (4.7kOhm) since you already shorted REF & REF_SENSE.
