Ultra Low Switched Capacitor Pump like LTC3108 LTC1502-3.3

Question

Hello, 
 Is it possible for one of your voltage step-up products to cold start/operate from ultra low Vin, like your LTC3108, but instead of using transformers/inductors, that the product be entirely switched capacitor based? Your LTC1502-3.3 is switched capacitor based, but only operates down to Vmin=0.9V. If there aren't any existing products that can be "hacked" for this purpose, is this technically feasible for future products? 
 The low voltage operation of LTC3108 is excellent, but I'm interested in operation without inductors.

 Unfortunately, we do not have inductorless converters that operate at very low input voltage. Since charge pumps stack voltages to boost the output voltage, it is difficult to effectively create ultralow input voltage charge pumps.)
