Hello,
to be able of using the required 200mA Iout limit the Vout,min is 2,7V. If you use standard supercaps 2,7V is doable but normally you use smaller supercap float voltages like 2,3-2,5V for lifetime considerations. What is your intended configuration, Vin, Vout,.....?

I was using the wrong type of capacitor.
I used aluminum electrolytic capacitors instead of supercapacitors, 3900uF x 4 in parallel.
VIN is 24 V and PVout is 18 V.

Hello,
with your Vin/Vout combination you do not need a BuckBoost regulator. A simpler and cheaper Buck regulator with output current limit will work as well. Check out our LT8611 or LTC3637.
LT3663 might fit as well if you you can inrease your charge current up to 400mA

yes this setup is doable for the LTC3114-1. 200mA charge current will be ok, even at 12V Vin for your 18V vout
