Please let me know if the LTC3114-1 can be used in an application that charges supercapacitors (3900uF x 4parallel) at 200mA（Rprog＝120kohm).
to be able of using the required 200mA Iout limit the Vout,min is 2,7V. If you use standard supercaps 2,7V is doable but normally you use smaller supercap float voltages like 2,3-2,5V for lifetime considerations. What is your intended configuration, Vin, Vout,.....?
with your Vin/Vout combination you do not need a BuckBoost regulator. A simpler and cheaper Buck regulator with output current limit will work as well. Check out our LT8611 or LTC3637.
LT3663 might fit as well if you you can inrease your charge current up to 400mA
