The ADP198 specifies a Vin range of 1.65v to 6.5V. The datsheet lists the threshold voltages for the logic levels that control EN, but I don't see anything that relates the level of EN to Vin.
Can the control voltage for EN exceed Vin? If so, can you define the relationship between the 2? I.e. EN < Vin + X

There is no ESD diode from EN to VIN which makes it independent from the supply level, this is however a 6.5V device which should be set as your maximum voltage to ensure that you will hit the specs. You should also be aware that EN threshold changes with supply as shown in Figure 26 of the datasheet.
