ADP5052 BREAK DOWN

Question

WHEN AC ADOPTER POWER ON & OFF RAPIDLY, ADP5052 BREAK DOWN, AND MEASURE RESISTANCE OUTPUT PORT BETWEEN GND IS VERY LOWER THAN BEFORE. 
 OFF COURSE ,DONT WORK CORRECTLY 
 WHY?
