My question is about the choice of resistors used on the ADP5091-1-EVALZ board compared to those in the table 8 on page 21 and reason to use those over the values in the table?
Referring to the table on page 21 for a particular voltage threshold the resistor value for RBK1, RSD1, and RPG1 and similar for RBK2, RSD2, and RPG2 would be as in the table. When I looked at the EVAL it appeared they were not same so I couldn't match the threshold voltage with the values used.

There may be a little confusion. You can see the equation of SETBK, SETSD and SETPG are same but TERM equation is different. So you can select the resistor from column 2 and 3 when you calculate the SETSD, SEBK or SETPG. Only for TERM, you need select the resistor from column 4 and 5. Let me clarify it with the EVALZ as an example.
SETSD: 2.4V, use 5.9M and 4.12M; SETBK: 2.5V use 6.04M and 4.02M; SETPG: 2.6V use 6.19M and 3.83M; TERM: 3.6V, use 5.9M and 4.12M.
