ADM1176 TIMER pin high voltage

I am currently using a ADM1176 on a custom board to protect the circuity ahead of it.  It was working at first, but something happened to shut off the GATE pin.  I measured the TIMER pin and read a voltage of 4.16V.  This seems to be quite high from what I can tell on the datasheet.  Can anyone shed some light as what might be happening?  I don't see a short anywhere, but is that what could cause this?
