LT1248 : Issue while AC DC conversion

Question

Hello All, 
 I am making an AC DC converter and for PFC I am using LT1248. But when I provided Vcc (16VDC) to the circuit, I am seeing 0V at Vref pin, but as per datasheet, it should be 7.5VDC. Due to this issue, I am suspecting that IC is not getting turned ON, Please help me to understand the issue here.

Check the voltage on the EN/SYNC pin. Pin 10 (EN/SYNC): This pin has two functions. When it goes below 2.6V, the chip goes into shutdown mode and draws little current.)
