The LT1308B comes in two different packages. Depending on what package you have, there is a suggested layout in the datasheet, figure 6 or 7.
Both layout figures suggest you need a PCB. I'd suggest you start with a PCB, and follow the datasheet suggested layouts as close as possible.
At the end of the day you cannot use the design in 'breadboard' mode, you will need a PCB.
