The DNR bit releases once the model gauge output registers have been updated upon cell insertion. If it is failing to settle it could be caused by a configuration or setup error, please double check the voltage divider at Cellx that it is providing a voltage level that is within range of a battery cell.
Another time this problem has come up it was caused by the read protocol. Are you reading the full 16 bits of the Fstat register? or is it possible that you are reading the MSB byte as then you would land on the Edet bit which will read '1' until the cell voltage rises above the recovery voltage.
