Why is the battery capacity measured by the MAX17055 less than 100% despite being fully charged?

The MAX17055 can be used to obtain accurate measurement of the battery capacity without characterizing the battery. Only a simple configuration of the MAX17055 is necessary (e.g battery capacity, charge termination current, and empty voltage). However, it should be noted that the difference between the configured battery capacity and the actual battery capacity cannot be too large because it may not be possible to measure the full battery capacity accurately. For example, if the actual battery capacity is 1000mAh, and if the capacity register in the MAX17055 is configured to be 2000mAh, the capacity may not converge to 1000mAh even after multiple charging and discharging cycles.
