Upon startup of MAX77650/MAX77651, the output voltage is very low. Does the chip have a feature to limit inrush current?

Yes. MAX77650/MAX77651 has soft-start feature that limits the slew rate of the output voltage during startup in order to reduce the input surge current. This applies to both the LDO and the SIMO.

Please ensure that the output capacitance is not too big. For more details and calculations of the input current during soft-start, please refer to page 65 of the datasheet (Rev 6 7/18) for SIMO and page 69 of the datasheet (Rev 6 7/18) for LDO.
