This issue was caused by Windows update KB4041678 (Security Update) link
To resolve this error, please follow these steps:
STEP 1: Remove previous versions of Microsoft Access Database Engine from your computer by using Add/Remove Programs in the Control Panel.
STEP 2: Install Microsoft Access Database Engine
STEP 2: Install Microsoft Access Database Engine
If the same error still occurs, there is a possibility that the installation of the program on the PC has not been completed normally. Open an administrative command prompt, and provide the installation path and switch Ex: C:\Files\AccessDatabaseEngine.exe /quiet
