Not showing voltage after connecting everything

Can you probe VREG and see what voltage VREG is at when sending the commands? 
If VREG is not at 5V, that means IC has not woke up. It can be that V+ to V- voltage is not above 12V or IC is not receiving commands from isoSPI. If you can probe IPB & IMB of he port you are connected to you can observe isoSPI signals. 

actually v+ and v- are at 55v all the time and Vreg is not at 5v any time. but i learned something about that teensy board that i should solder short mstr_en jumper terminals which are placed at back of the board for making it work like a connector other wise it work as a peripheral device. should i solder it?

Yes, and you should connect to isoA port on the EVAL-ADBMS6822-TSY 

I shorted MSTR_EN terminals but still the voltage in memory map and quick measure shows 1.4999 only and still there is no voltage on VREG.

This means that isoSPI communication is not reaching the device. If even a wake up pulse is received the device will wake up, can you probe the isoSPI lines and see if there are any transactions going? If not, you might want to check your Teensy board and if you are choosing the right EVAL board. 

We used an oscilloscope to probe the pins of the IsoSPI; it is showing some waveform at around 20 mV (which is almost indistinguishable from noise) but no clear signal is visible. Also, we are getting a sine waveform from the IsoSPI pins of the ADBMS6830 when it is disconnected from the (ADBMS6822 tsy) board.

This might be noise coupled from power supplies nearby.

Did you probe differentially? IP-IM? Can you post the waveforms? 

Could you please tell us how we should probe the ports? At the moment, we are simply connecting the oscilloscope probe (tip and ground clip) across the two terminals of the isoSPI port on the 6822 board. However, we are not sure if this is the correct way to measure the signals or which ground reference we should use.

You need to measure IP pin wrt to V- and IM pin wrt to V-. Then on the scope do math function subtracting channel measuring IP - channel measuring IM.
