LTC6813 isoSPI communication not working

I am using the ltc6813 device as a hydrogen fuel cell cell voltage monitor. Instead of supplying power to the ltc6813 with the cell voltage, I supply a separate voltage of V+ 20V from the outside, and if the cell voltage is higher than 20V, the cell voltage is supplied as power to the ltc6813.
Currently, 12 ltc6813s are connected in series and read through isoSPI communication. If the voltage of c0 is higher than c18, an error occurs in the stack. This sometimes occurs when all power is off or when all current is removed from the stack. (In an ideal state, all cells should be 0V.) At this time, the chip does not operate (SPI communication does not operate). Is this normal? It seems that there is no problem in normal cases when power is supplied separately from the outside.
