Battery management circuit for Handheld Radio

Hi all,

I'm trying to design battery management circuit for a Hand held Radio module. We are going to use 3.7 V battery with 2900 maH capacity. 

It can be a single or dual or dual cell connected in parallel or series depending on need. Below is the rough diagram for design

Please clarify following doubts
1. If power adaptor plugged into the power jack, BMS IC (Battery management system) will charge the battery or it will give power to load or Bot?.
2. Once Power is plugged out, Battery will provide power directly to load or through BMS IC?
3. If some voltage fluctuations happening in battery, BMS IC will protect the load from that?
4. BMS IC will indicate if charging of battery is completed?                                                                                                                                                                                                                                                                                                                                                                                                                     
5. If it is a dual cell system, BMS should be same for both or each cell requires one BMS also which configuration is better.
