It depends on the power level you need. ADP5061 offers a few options for this (See Vtrk_dead in the datasheet). I can't think of any higher-power chargers that offer a configurable discharge voltage cutoff. It is not uncommon for customers to add a circuit to do this.

Do you think that LTC4013 may be used also for such application when utilizing LB-pin?
Hi Dmitry,
No problem! The LTC4013's LB pin is more-so a bad battery detection that prevents trying to charge a damaged battery for too long.
The LTC4013 circuit doesn't have a dedicated path from the battery to a load, so there's also no way for it to cut the battery off from a load.
