Will the device try to regulate by sinking current or will it lose regulation?
If the output voltage is higher than set voltage, the device will stop the switching and will draw only quiescent supply current. It will not try to regulate. The VOUT pin voltage should never be more than Absolute Maximum Rating voltage of that pin.
