Yes, it can. Although not stated directly, on page 1 of the MAX6340 datasheet we state “MAX6340 Pin Compatible with LP3470”. If used on an LP3470 socket, then Pin 3 is connected to Vcc. The MAX6340 pin 3 is not internally connected, so it is allowed to connect pin 3 to ground, VCC or leave it unconnected.
