The equation page 22 of the datasheet is to determine the minimum OVP threshold that a designer should be choosing from. As the circuit needs to operate at it's maximum output when at 92% of it's falling Vovp, the hysteresis would need to be noted here to imply that this Vovp_min would be an absolute minimum choice for the Vovp threshold setting.
