VQ is the output voltage ripple due to output capacitor charging and discharging. This value is user selectable depending upon the output ripple requirement of your design. Typically this value is 1 % of the required output voltage. For example if your VOUT is 5V then for a ripple requirement of 1% the value of VQ will be 50mV.
