Answer:
Since having CNTRL below 1.3V causes the voltage at CNTRL to become the reference for feedback regulation, a change in this voltage while regulating should affect the output in a manner very similar to a load transient. 
Looking at TOC #10 in the datasheet, the output would settle in less than 20us after a step change in VCNTRL.
