There is an active pulldown internal in the LT8648S on the SS pin which is activated if the EN pin is brought low (Shutdown). This 200Ω pulldown easily overrides the 1.9µA current source and so the voltage on both SS pins (as they are directly tied in Figure 5) will drop to near 0V, preventing the other IC of running even if just one IC is disabled.
