Yes, the LTM8083 can be configured as an inverter to generate a negative voltage from a positive supply. The main consideration is to ensure that the Vin voltage does not exceed the absolute maximum rating. The absolute maximum voltage is relative to the -12V Vout, so with a Vin of 20V, the Vin pin would see a voltage of 32V, which is still below the absolute maximum of 40V.
