This a fundamental power supply design decoupling method. It is always recommended to connect an electrolytic capacitor of significant size (e.g. 470µF/35V) to the power supply lines especially if long wires are used to connect the power supply to the device (i.e. more than 2-3m). The long wires will introduce extra inductance and a high value electrolytic capacitor is used to nullify the extra inductance. Therefore, you should use this recommendation for any design independent of the device used.
