Essentially, the EC Table specified operating range is 12V ±10% because the part is targeted for applications with 12V system rails. This explains why the 10.8V to 13.2V range in the datasheet. However, the device was simulated by design down to VIN = 8V, and bench characterization tests for the IC were also done down to VIN = 8V. In short, there is nothing in the part that limits the voltage at the lower end. Setting the UVLO at 10.5V should be fine.
