As soon as your two parts are connected the link lock register should go from low to high. The fact that your register is saying low, means that the devices are not connected. Here is some trouble shooting steps for you to look at in order to try and fix this issue.
(Link lock low means (Reply from GUI is : 0x07, bit 7 = 0, means no link lock at register 1E.))
Connectivity troubleshooting
1. Devices are fully powered up
Communicating to each of the devices using a microcontroller
2. Devices connected through COAX cable?
3. Board information
Datasheet for both ser des boards
Layout and schematic for both of these boards
Jumper settings

4. Link Lock is very basic and fundamental. These two devices should achieve link lock as soon as they are connected. Very minor set up is needed if at all.
5. Send us a register dump. (Read every single register and tell us the value in the failure case)
