No, we do not recommend that you leave the FULL_SPEED pin on the MAX31790 floating. When a pin is left floating, there is no guarantee of what state the pin will be in. If the part is detecting the floating pin as being pulled low, then it will cause the PWM output to run at full speed. You will need to pull the FULL_SPEED pin high to ensure the PWM output will not run at full speed.
