I have questions about absolute maximum rating at ADM869L. Input voltage at "IN
TO GND" is -0.3 - 6V. Are there any margins for transient voltage higher then
6V?

The -0.3V to +6V on IN is an absolute maximum rating for the ADM869L. There is
no margin and the voltage at IN should never exceed +6V. If IN is likely to
exceed 6V even as a transient, you really need to protect the input to the
ADM869L with a tranzorb or other over voltage protection device.
The ADM869L is designed for use in PC mother boards and USB hubs where the
input voltage is regulated to the ATX standard and there should be no
possibility of the input voltage exceeding 6V.
