If you are bringing up a new design and are unable to load and run code, or if existing code is not running as expected, check the following two items:
Look at SRSTN - This signal is sensitive to loading and can only tolerate 10's of pF loads. Remove any external caps on this signal.
Remove the Olimex/JTAG adapter to see if that is holding it in reset.
