Once I have some SpO2 data and if I remove the MAXREFDES103 sensor band, the SpO2 confidence level drop but it stays between 42-58 instead of drop back to 0. Why is that?

Confidence below 85% is considered unreliable. Confidence should be combined with the SCD (skin contact detection) status.
